Q: Do New Orleans operator permits renew through the lottery windows?

No. Short Term Rental Administration confirmed in writing on 19 August 2026: "The operators permit can be renewed at any time through the portal. We recommend submitting the renewal application approximately 30 days before your expiration date to ensure there is sufficient time for processing." The quarterly lottery application windows govern NSTR property licences, not operator permits.

Q: Is training required to renew a New Orleans short-term rental permit?

Yes. STR Administration confirmed the Short-Term Rental Training Course is required for both operator permits and property licences.

New Orleans runs quarterly lottery application windows for short-term rentals. A lot of operators assume those windows govern their own permit too, and hold off renewing until the next one opens. We assumed it as well, and told people so. That was wrong, so we asked the City directly.

What Short Term Rental Administration said

Two things follow from that. There is no application window for an operator permit — the quarterly lottery windows apply to NSTR property licences. And the City's own recommendation is to file roughly 30 days ahead of your expiry, for processing time. If you were waiting for a window, you don't need to.

STR Administration also confirmed the Short-Term Rental Training Course is required for both permit types, so it is worth completing before you start a renewal rather than during one.

What the City changed this year, and where it announced it

11 Feb 2026 — STR Administration warned that a fraudulent email was going to STR licence holders, subject line “Update Your Contact Information for 2026 Benefits”.
19 Apr 2026 — NSTR licence renewal opened in One Stop App.
28 Apr 2026 — The City posted that NSTR renewals were due by 11:59pm on 2 May 2026, and that a missed renewal means reapplying through the lottery.
12 Jun 2026 — The City posted an extension. The deadline became 18 Jun 2026 — six weeks past the date first published.

Each of those went up as a post on nola.gov. A renewal deadline moved by six weeks and the only public record of the move was a webpage.
